Yes. In many Oregon communities you can use a tiny home on wheels (THOW) or park-model RV as extra living space in your backyard. When the unit keeps its wheels, is registered through DMV, and is hooked up to power, water, and sewer with standard RV connections, it is treated as an “occupied recreational vehicle.” Only basic electrical and plumbing hookup permits are typically required, so you avoid the cost and wait of a full building permit. Because it is still classified as a vehicle, this option gives you ADU-style housing without impact fees, although it also does not qualify for any fee-waiver programs meant for code-built ADUs.
If you want an officially permitted accessory dwelling unit, the tiny home must sit on a foundation and meet the Oregon Residential or Tiny Home Specialty Code (up to 400 sq ft). That path requires a building permit, inspections, and usually system development charges, but it delivers a fully recognized ADU and may be eligible for local fee waivers where offered.

A good pad is the single most important step you can take to protect your tiny home investment.
Gravel pad
Excavate and spread 7–8 inches of ¾-minus compacted gravel.
Extend the pad in every direction so there is at least 12 inches of clearance around the trailer frame.
Level and accessible
The finished surface must be dead-level and reachable by truck and trailer. Trim trees, widen gates, and plan turning space before delivery day.
Utilities in place
Have water, a 50-amp electrical receptacle (or per your plan), and a sewer or septic connection stubbed up within 10 feet of the pad.
Anchoring and skirting for THOWs
After placement, add hurricane or seismic tie-downs rated for your soil and wind zone.
Install insulated skirting to hide the trailer frame, control moisture, and improve energy efficiency.
Other foundation options
A concrete slab or concrete-block pier system is acceptable in many jurisdictions if you prefer a non-mobile setup. Check local code before pouring.

They range in size from compact to spacious multi-section layouts and are delivered to mobile home parks or private land. These homes qualify for traditional financing and offer a more conventional housing solution, often with lower cost per square foot than site-built alternatives.
