Park Model RV Classification
Park Model RVs are manufactured to recreational vehicle standards such as ANSI A119.5 and are designed for recreational or seasonal use. They are not classified as permanent dwellings under most zoning and building codes. Park Model RVs commonly carry vehicle identification numbers (VINs), are financed and insured as RVs, and may require transport permits due to size and weight. Many jurisdictions restrict or prohibit full-time occupancy of Park Model RVs outside of approved parks or designated locations.
Tiny Homes on Wheels vs. Permanent Dwellings
Moveable or wheeled tiny homes are frequently regulated as recreational vehicles. Permanent tiny homes and accessory dwelling units (ADUs) must comply with residential building codes, including minimum ceiling height, habitable room size, life-safety requirements, and energy standards. Permanent dwellings typically require approved foundations and permitted connections to water, sewer or septic, and electrical systems.
California-Specific Regulatory Framework
ADU and JADU Laws
California state law encourages the development of accessory dwelling units and junior accessory dwelling units. The California Department of Housing and Community Development provides statewide guidance; however, state law does not eliminate local jurisdiction authority.
Local Authority and Enforcement
Cities and counties retain final authority over zoning, setbacks, lot coverage, parking requirements, architectural standards, fire and emergency access, environmental overlays, coastal regulations, and allowable use. Approval in one jurisdiction does not imply approval in another.
Objective Standards and Variability
While state law requires jurisdictions to apply objective standards and streamline ADU review, interpretation and enforcement may vary by locality and over time. County, fire district, coastal, wildfire, and environmental regulations may impose additional restrictions.
Taxes, Utilities, and Transportation
Property tax treatment may change if a structure is classified as a permanent dwelling. Utility providers impose their own requirements for connection and service. Oversized or wide loads may require transport permits and route approvals.
