Return & Cancellation Policy
NW Tiny Homes sells Park Model RVs through two paths: factory-built custom orders configured to your specifications, and in-stock inventory units available for direct purchase from our Portland or Snohomish lots. Both paths are governed by this policy. Read it in full before placing a deposit, signing a purchase order, or taking delivery.
We want you confident before you sign. Tour the showroom. Walk the floor plans. Get your zoning, financing, insurance, and site work lined up before you commit. Park Model RVs are titled recreational vehicles. Once we transfer title to you, the unit is yours, the same way a vehicle off any dealer lot is yours. This policy is the honest version of what we can and cannot do after that point.

1. Two purchase paths
NW Tiny Homes sells units in two ways, and the rules differ slightly between them.
Custom factory orders
You select a model, configure options, sign a purchase order, and NW Tiny Homes orders the unit from the factory (Cavco, Champion, or other manufacturer) to your specifications. Production takes weeks to months. The unit is built for you, billed to NW Tiny Homes by the factory, and titled in your name on delivery.
Inventory units
Units physically present on our Portland or Snohomish lot, available for purchase as-configured. These are new, untitled units that NW Tiny Homes owns until you purchase them. You may purchase an inventory unit and take delivery on a much shorter timeline than a custom order.
Both paths are final sales once title transfers. The cancellation rules differ before title transfer, as set forth below.
Section 22. Sales are final after title transfer
A Park Model RV is a titled recreational vehicle. Once title is transferred to you, whether you ordered the unit custom or purchased it from inventory, the sale is final. NW Tiny Homes does not accept returns, refunds, or exchanges on titled units. This is consistent with how every other titled vehicle dealer (RV, auto, boat) operates in Oregon and Washington and reflects the fact that a titled unit becomes a used vehicle the moment it changes hands, regardless of condition or use.
This section does not waive your rights under any written warranty issued with the unit, your rights to reject a non-conforming delivery under applicable law as described in section 8, or your rights under federal consumer protection law including the Magnuson-Moss Warranty Act.
Section 33. Custom orders: cancellation windows
Before factory order placed
If you have signed a purchase order but NW Tiny Homes has not yet placed the order with the factory, you may request cancellation in writing to info@nwtinyhomes.com. NW Tiny Homes will refund your deposit less actual costs incurred (financing setup, design work, lender coordination, staff time, and any non-refundable third-party costs), up to a maximum cancellation fee of $10,000. Actual costs will be itemized in writing.
After factory order placed
Once NW Tiny Homes has placed your order with the factory, the order cannot be cancelled and your deposit is non-refundable. The factory begins production, sources materials, allocates a build slot, and bills NW Tiny Homes for the unit on completion. NW Tiny Homes cannot return a unit to the factory or recoup the cost of a build in progress. If you choose not to take delivery after the factory order is placed:
- Your entire deposit is forfeited and applied to NW Tiny Homes' costs;
- You remain responsible for the balance of the purchase price, less any amount NW Tiny Homes is able to recover by reselling the unit on the open market;
- You remain responsible for reasonable carrying costs, including storage, lot fees, marketing, sales commission on resale, and transport;
- NW Tiny Homes will use commercially reasonable efforts to resell the unit and mitigate your exposure, but does not guarantee the timing or amount of any resale recovery.
After delivery
See section 2. Sale is final.
Section 44. Inventory units: cancellation windows
Before the unit leaves the lot
If you have signed a purchase order on an inventory unit and the unit is still physically present on NW Tiny Homes' Portland or Snohomish lot, you may cancel in writing to info@nwtinyhomes.com. NW Tiny Homes will refund your deposit less actual costs incurred (financing setup, hold fees, staff time, and any non-refundable third-party costs), up to a maximum cancellation fee of $2,500.
Once the unit leaves the lot for delivery
The moment your unit is loaded for transport and leaves NW Tiny Homes' lot, the order cannot be cancelled and your deposit is non-refundable. From that point forward the unit is in transit to your site and exposed to transport, setting, weather, site conditions, and handling factors outside NW Tiny Homes' control. NW Tiny Homes cannot accept return of a unit that has left the lot, because we cannot verify its condition, its exposure during transit, or what occurred at your property. If you choose not to take delivery after the unit has left the lot:
- Your entire deposit is forfeited and applied to NW Tiny Homes' costs;
- You remain responsible for the balance of the purchase price, less any amount NW Tiny Homes is able to recover by reselling the unit;
- You remain responsible for transport (out and return), storage, inspection, reconditioning, marketing, and resale costs.
This section does not affect your right to reject a delivery that materially fails to conform to your purchase order, as set forth in section 8.
After delivery
See section 2. Sale is final.
Section 55. Deposits
Deposits secure your order, your build slot (custom) or your hold (inventory), and your pricing. Deposits are credited toward your purchase price at closing.
If you cancel within the early windows in sections 3 and 4 (before factory order placed, or while an inventory unit is still on the lot), your deposit is refunded less the actual costs and cancellation fees described in those sections.
If you cancel outside those early windows (after factory order placed, or after an inventory unit has left the lot), your deposit is forfeited and applied to NW Tiny Homes' actual costs and damages. This is not a penalty. It is reasonable cost recovery for the substantial financial commitments NW Tiny Homes makes on your behalf to the factory, transport providers, and other vendors once your order moves into production or transit.
If actual costs and damages exceed the deposit, NW Tiny Homes reserves the right to bill the difference.
Section 66. Financed purchases: lender terms are separate
If you finance your Park Model RV through a third-party lender (bank, credit union, RV finance company, or other), your loan is a separate contract between you and your lender, with its own terms, obligations, and remedies that NW Tiny Homes does not control. Cancelling or returning a unit under this policy does not cancel your loan, release you from lender obligations, or refund money paid to the lender.
Common lender terms that may apply independently of this policy include:
- Loan origination fees, documentation fees, and dealer fees that are non-refundable once the loan funds;
- Prepayment penalties on early payoff;
- Interest accrued from the funding date through the payoff date;
- GAP insurance, extended warranty, or service contracts financed into the loan, each with their own refund and cancellation rules;
- Default, repossession, and deficiency consequences if you stop making payments on a unit you refused or returned;
- Credit reporting of late payments, default, or repossession to credit bureaus;
- Cross-default clauses that may affect other loans you hold with the same lender.
Once a lender funds your loan and pays NW Tiny Homes for the unit, that money is between you and your lender. NW Tiny Homes may resell a unit and apply recovery against your contract balance with us, but NW Tiny Homes cannot reverse, refund, or restructure your loan with the lender. You remain personally responsible for your loan obligations regardless of any cancellation, return, refusal of delivery, or dispute with NW Tiny Homes.
Before financing, read your loan documents in full. Ask your lender directly: what happens if I cancel before delivery, what happens if I refuse delivery, what is the prepayment penalty, what fees are non-refundable, and what are my obligations if the dealer and I have a dispute. NW Tiny Homes is not your lender, is not a party to your loan, and cannot answer these questions for you.
7. Buyer decisions and responsibilities
NW Tiny Homes is not responsible for buyer decisions or circumstances unrelated to a defect in the unit or a failure by NW Tiny Homes. The following do not, on their own, entitle a buyer to cancel outside the windows in sections 3 and 4 or to return a delivered unit:
- Zoning, permitting, occupancy, or placement issues at your intended site (see the Regulatory & Placement Disclaimer);
- Financing denial after a purchase order is signed (a financing contingency must be in writing in your purchase order to apply);
- Insurance availability or premium changes;
- Site preparation cost, utility connection cost, or septic and well issues;
- HOA, CC&R, park, or landlord rejection of placement;
- Buyer's change of preference, design choice, or aesthetic decision.
Hardship exceptions. NW Tiny Homes recognizes that life happens. In cases of documented serious hardship (death of a buyer, qualifying medical event, involuntary job loss, military deployment, divorce, or similar), NW Tiny Homes will work with the buyer in good faith on a reasonable accommodation, which may include a reduced cancellation fee, deposit refund, transfer of the order to another buyer, or other relief. Accommodation under this paragraph is at NW Tiny Homes' reasonable discretion based on the circumstances and the stage of the order, and any such accommodation must be in writing to be effective.
8. Defects, non-conforming delivery, and warranty issues
A return is different from a warranty claim and different from rejecting non-conforming goods.
Warranty issues
Manufacturer defects and covered issues are addressed through warranty service and repair, not return. Document the issue in writing and on the delivery paperwork at the time of delivery and contact us within the timeframe set forth in your warranty documents. See the Warranty page.
Non-conforming delivery
Nothing in this policy waives your right under applicable law (including UCC Article 2 as adopted in Oregon and Washington) to reject a delivery that materially fails to conform to your purchase order. If you believe delivery materially fails to conform, do not unload or accept the unit, note the specific non-conformity on the delivery paperwork in writing, photograph the issue, and contact NW Tiny Homes at info@nwtinyhomes.com within 24 hours. NW Tiny Homes will have a reasonable opportunity to cure under applicable law. Minor cosmetic issues, punch-list items, and items covered by warranty are not grounds for rejection and are handled through warranty.
Section 99. Refusal of delivery without cause
Refusing delivery of a conforming unit you have ordered does not cancel the order. Your obligations are governed by section 3 (custom orders) or section 4 (inventory units), as applicable, plus your lender's separate terms if the unit is financed. NW Tiny Homes will provide written notice of the refusal and a reasonable opportunity to cure before pursuing collection.
Section 1010. Implied warranties and statutory rights
This policy does not waive, limit, or disclaim any implied warranty of merchantability or fitness for a particular purpose to the extent such warranties cannot be waived under Oregon or Washington law, and does not waive any non-waivable consumer rights under the Magnuson-Moss Warranty Act, the Oregon Unlawful Trade Practices Act, the Washington Consumer Protection Act, or other applicable law. Any limitation in this policy is enforceable only to the maximum extent permitted by law.
Section 1111. Chargebacks
If you have a concern, contact NW Tiny Homes first. We will work with you in good faith to resolve it. Initiating a credit card chargeback or payment reversal without first giving NW Tiny Homes a reasonable opportunity to respond may be considered a breach of your purchase order, and NW Tiny Homes reserves the right to dispute the chargeback, recover costs, and pursue collection. Nothing in this section limits your rights under the Fair Credit Billing Act or other federal consumer protection law.
Section 1212. Reasonable discretion
Where this policy refers to NW Tiny Homes' discretion, that discretion will be exercised reasonably and in good faith. Decisions will be communicated in writing on request.
Section 1313. Modifications and integration
This policy may be updated at any time. The version in effect on the date you sign your purchase order is the version that governs your sale. This policy is incorporated by reference into every NW Tiny Homes purchase order and, together with your signed purchase order, your written warranty, your loan documents with your lender, and the Regulatory & Placement Disclaimer, constitutes the entire agreement between the parties on this subject. Any modification or waiver of this policy is effective only if in writing and signed by an authorized representative of NW Tiny Homes.
Section 1414. Severability and savings
If any provision of this policy is held unenforceable, that provision will be enforced to the maximum extent permissible, and the remaining provisions will remain in full effect. If a specific cancellation fee or liquidated amount in this policy is held unenforceable, NW Tiny Homes' right to recover its actual damages, costs, and fees under applicable law is preserved in full.
Section 1515. Governing law and venue
This policy is governed by the laws of the state where the unit was sold (Oregon for Portland-lot sales, Washington for Snohomish-lot sales), without regard to conflict-of-laws principles. Venue for disputes is the state or federal courts of Multnomah County, Oregon (for Oregon sales) or Snohomish County, Washington (for Washington sales), and the parties consent to personal jurisdiction in those courts. The parties waive any right to a jury trial to the fullest extent permitted by law.
Section 1616. Electronic acceptance
You consent to receive this policy and related communications in electronic form. Submitting a contact or inquiry form, placing a deposit, electronically signing a purchase order, or taking delivery constitutes your electronic acceptance of this policy with the same force as a handwritten signature, consistent with the federal E-SIGN Act and applicable state electronic transaction law.

Where Park Model RVs Are Commonly Allowed
Park model RVs are often permitted in the following locations, depending on local zoning rules:
Private property in areas that allow an occupied RV
RV parks
Campgrounds
Tiny home villages
Certain rural or agricultural zones
Many cities do not allow an RV to be used as a permanent full-time residence on a standard residential lot. Some do allow it, and others allow it with restrictions such as time limits or specific placement rules. Zoning requirements vary widely by city and county, which is why confirming local rules before purchasing is essential.
How to Research Zoning in Your Area
Start by searching online using your city or county name along with phrases such as:
Recreational vehicle zoning
RV on private property
Occupied RV
Temporary dwelling
Long-term RV use
Focus on results from your city or county planning or zoning department. If the information is unclear, contact the planning department directly for clarification on your specific property.
When reaching out, explain that you are planning to place a Park Model RV built to ANSI 119.5 standards and ask whether an occupied RV is allowed in your zoning district. If it is allowed, confirm whether there are any limits on the length of stay, placement requirements, or permits required for utility connections. You may find that many counties currently have occupancy limits on the maximum length of stay in a unit throughout the year.
While enforcement of stay limits is often complaint-based, it is always best to confirm the official rules for your property in advance.

Zoning Information by Area

Portland is one of the easiest places in America to place a park model RV tiny home.
Why Portland is great for park-model tiny homes
One tiny home on wheels is welcome on any residential lot that already has a house, attached house, or manufactured home
No building permit required. Because the city classifies an inhabited THOW or park-model RV as an “occupied recreational vehicle,” it is treated like a vehicle rather than a building. You simply register the unit with the DMV and connect it to power, water, and sewer through standard RV-style hookups
Fast set-up and minimal red tape. Typically, the only permits needed are a basic electrical outlet permit and a plumbing permit for the sewer connection .
Long-term living is allowed. You or a tenant may live in the unit full-time (month-to-month or longer). Short-term rentals such as Airbnb are not permitted.
Keep the wheels on. The home must remain mobile and parked behind the front façade of the main house. It cannot be placed on a vacant lot .
Room for two permanent ADUs as well. If you want additional space, Portland’s zoning generally allows up to two code-built ADUs on the same lot. A tiny home on wheels can occupy one of those ADU “slots” (“replacement ADU” option).
What doesn’t apply
The city’s System Development Charge (SDC) Waiver Program only applies to ADUs that are built to residential building code on a permanent foundation. Park-model RVs and THOWs do not pay SDCs, but they also do not receive the waiver.

Urban low density residential zones: R-5 through R-30, VR-4/5, and VR-5/7
Other single-family residential zones unless the property is in an urban reserve or within the urban growth boundaries of Barlow, Canby, Estacada, Molalla or Sandy: RA-1, RA-2, RRFF-5, FF-10, RR, FU-10, HR, and MRR

City of Milwaukie: Please note that structures with wheels are considered a vehicle and cannot be lived in per code. Wheels will need to be removed from tiny houses for occupancy. Since tiny houses are another dwelling unit on a property, make sure your property is zoned for another dwelling. Currently, park model RVs/THOWs can only be placed inside an RV park in Wood Village.
Placing any recreational vehicle (RV) in use for but not limited to sleeping or living purposes within the City for any period of time exceeding eight hours, except in an RV park, and no cooking shall be done in an RV outside an RV park. An RV used for sleeping or living purposes may be parked in the City on private property with owner’s permission, for a period of time not to exceed ten days in a calendar year.

However, a THOW may be permitted as a temporary health hardship dwelling in a rural area under qualifying conditions. If permitted through the health hardship application process, the use includes one temporary living accommodation, for a period not to exceed two years.

Unincorporated community of Netarts: In the NT-RMD zone, the following uses and their accessory uses are permitted outright, subject to all applicable supplementary regulations contained in this ordinance: one or two dwelling units (attached or detached); manufactured home; the use of recreation vehicles (including THOW) is permitted outright in Wilson Beach provided that the standards of Section 5.160 and all other applicable development standards are met.
